How do you become a "contractor" for ice storms?

1. As in helping with repairs? As far as utility work is concerned, in most states you would need to have a licensed business with insurance and lineworkers with valid journeyman certifcations along with all the necessary vehicles and equipment. Most line work contractors have contracts in place with a utility (or utilities) long before the storms hit. And the ability to go for long periods of time with little rest! :-)
