When installing replacement vinyl windows, should the frames be replaced as well?

One window contractor said the best job is to replace the frames as well as opposed to simply retrofitting a replacement window.

1. The frame is what holds the glass in, so those would be new. The trim work is usually not changed, however it could be if it were bad.
