I have a home improvement contractors licensee, can I pull permits in virginia state?

Iam trying to do work in virginia state and I have a new jersey contractors licensee. can I pull a permit?

1. You will need a Virgina license.
2. Get a license in VA. Codes and requirements are surely different from state to state ! And a contractor for what Plumbing ? electrical ! those are the ones that usually do not cross from states, even in some counties !
3. What does this have to do with "law enforcement & police"?
