Does using unlicensed contractors constitute a material breach?
In Washington State a general contractor cannot subcontract to unlicensed contractors. If the work is electrical, the subcontractor must be a licensed electrical contractor. If a general contractor subcontracts electrical work to someone who is not a licensed electrical contractor, or not a licensed contractor of any kind, does this constitute a material breach of contract?
