1. It really depends on where you live. Check with your local county offices and ask what are the requirements. Some States require licenses and some don't just depends on where you are. Getting a license is pretty simple at least in Idaho, only need to have insurance and pay the fee. We used to joke and say all you needed was a hammer. Just check with your local county.
