  1. Check with your local business license bureau. Every city is different.
  2. This is another "depends on the state where you do business" questions. In states that require contractors to be licensed, you may fall within this requirement. For example, in CA landscaping is one of the speciality contractor licenses (C-27). Check with your state authority first - it could be handled by a Contractors License Board, your state's Department of Labor, Department of Industrial Relations, etc. It may also depend on the types of projects you wish to do. For example, in CA a contractor's license is not required for jobs under $500. So do your homework at the statewide level first. Regardless, a business license is going to be required in your city and/or county (it generates tax revenue for your local government) and is totally separate from the contractors license. Link to CA's info is pasted below.
  3. Actually in the US of A working for a living is a right for private, aka sovereign, individuals. As long as you do not form a commercial entity, aka corporation, business, etc. Commerce is fully regulatable but the RIGHT TO WORK is inviolable. Do the work as you, your name. As long as you are not acting in the persona of a commercial entity you cannot be required to get permission, aka license, permit etc, from the government, contrary to what PRO BIG GOV, NANNY STATE people tell you. But beware there are many gov officials, and wanna be gov officials, who will treat you like a commercial entity. That is OK though because if they do you can sue them under RICO statutes and put them in prison, take their money/stuff and show more people what the truth about the US Constitution is ! :-)
